Job Summary:
The Buyer II is responsible for compliant, cost-effective acquisition of materials and services that are within budget and support contractual delivery requirement to customers. Under general supervision, position is responsible for purchase orders, payments, developing and maintaining an indirect (internal use) procurement process that is efficient, compliant, and supports organization goals. Highly adaptable, organized, and collaborative, with the ability to work multiple requirements at the same time in a fast-paced environment, are skills and experience required for success in this role.
Key Responsibilities:
- Supports Supplier Selection and approval in accordance with the Purchasing Strategy. Develops sources of supply and obtains information from suppliers concerning product and/or service specifications, price, delivery dates, etc. and ensures all applicable data is current at supplier.
- With the support and approval of a Sr Manager and other members of the leadership team, develops and documents work-flow(s) for indirect purchasing, and maintains an internal customer Sharepoint site with instructions and guidance relative to the indirect purchasing process.
- Supports continuous improvement and new process development as needed.
- Maintains well organized files for all indirect awards, such that others can easily find information when needed.
- Solicits quotes, conducts bid evaluations, evaluates costs, negotiates optimum delivery schedules, and ensures the best combination of price, quantity discount, product quality, standard terms and conditions, and where appropriate, supports the establishment of long-term agreements such as Master Orders and Blanket Purchase Agreements.
- Communicates and collaborates with User departments such as Engineering, Quality Assurance, Manufacturing, Planning, Facilities, and other departments as necessary to ensure their requirements are met.
- Prepares definitive purchase orders, including terms and conditions, makes award, administers contracts with suppliers within budgetary limitations, and ensures schedules are met.
- Monitors supplier performance and prepares reports and other records pertaining to the items or services purchased, cost, delivery, product or service performance, supplier performance and/or inventories, as applicable.
- Resolves problems related to purchasing, delivery, receiving and payment to the supplier; determines source of the problem and takes appropriate corrective action.
- Other duties as assigned.
Qualifications/Experience Needed:
- Bachelor's degree and minimum of 2 years of prior relevant experience or in absence of a degree, 6 years of relevant experience.
- Prior experience working with Supply Chain processes; to include procurement, sourcing, supplier performance.
- Excel, Power Point, Project, and MRP/ERP system experience required. Employer uses Deltek Costpoint.
- Highly adaptable and organized to successfully support the procurement needs for multiple programs.
Preferred Qualifications:
- Prior experience working within the defense and aerospace industry or a manufacturing environment.
- Working knowledge of Continuous Improvement, such as Operational Excellence, and LEAN initiatives preferred.
Other Requirements:
- Travel: <5%, possibly to support other locations with occasional travel to manufacturing sites or suppliers.
- Work Environment: Office work environment.
- U.S. Person/Background Investigation / Drug Screen: Required.
