Crisis Intervention Team Coordinator Request for Proposals
1. Purpose
The Florida Sheriffs Association is seeking proposals from qualified individuals or organizations to provide coordination for Crisis Intervention Team (CIT) training to law enforcement throughout the state. The purpose of the FSA’s Crisis Intervention Team (CIT) Training Program is to enhance CIT training for law enforcement and correctional officers in Florida. The goal is to enhance officers’ ability to respond effectively to individuals experiencing behavioral health crises.
2. Background
CIT is a nationally recognized model that brings together law enforcement, mental health professionals, and community advocates to improve outcomes during mental health crisis encounters. This initiative supports public safety through de-escalation techniques, thereby reducing injury to officers and the citizens and visitors they serve. CIT training emphasizes a partnership between law enforcement, the mental health and substance abuse treatment providers, advocacy groups, and consumers of these services. CIT is both a training program and a collaborative effort that builds community partnerships.
3. Scope of Work
The selected contractor will:
- Coordinates, and delivers as necessary, the 40-hour Crisis Intervention Team training for law enforcement officers, dispatchers, and other key personnel through partnerships with law enforcement agencies, and mental health providers and advocates in communities.
- Formulates the training schedule, determines instructors, and locates training sites for CIT training. Offers training materials and agendas.
- Handles training registrations.
- Minimum of fifty law enforcement officers trained each quarter.
- Develops working relationships with sheriffs, chiefs and law enforcement officers who register and attend CIT trainings.
- Provides technical assistance regarding CIT training to sheriffs, their staff, and other law enforcement agencies.
- Evaluates trainings by obtaining participant feedback and adjusts as needed to deliver more effective training. Evaluations summaries are due the 15th of September, December, March, and June.
- Provides performance updates each month.
- Provides registration lists and attendance rosters upon class completion.
- Deliver an annual report summarizing training outcomes, impact, challenges, and recommendations due June 30, for the previous 12 calendar months.
- Offer support to officer mental wellness initiatives that enhance the delivery of CIT trainings.
4. Remuneration
Maximum contract offers $75,000 and must provide statewide service.
As a contracted position, there are no additional benefits.
5. Minimum Qualifications
- Certification as a CIT Coordinator or completion of a CIT Train-the-Trainer course.
- Demonstrated experience delivering CIT or similar behavioral health crisis training.
- Knowledge of law enforcement operations and behavioral health systems.
- Strong facilitation and communication skills.
- Ability to travel statewide.
- Provide information technology to perform the tasks. Registration software will be provided.
6. Proposal Requirements
- Cover letter and executive summary.
- Description of relevant experience and qualifications.
- Sample training agenda or curriculum outline.
- Budget proposal, including whether the proposal is limited geographically or offers statewide coverage.
- Three references from similar projects.
7. Evaluation Criteria
FSA’s preference is to offer one contract to cover the State of Florida; however, proposals may be submitted with a regional focus. More than one contractor may be selected. The following criteria will be used in the selection process.
- Relevant experience and qualifications.
- Quality and comprehensiveness of training approach.
- References and past performance.
- Geographical service.
